I'd recommend just using a suitable moderation bot, with an Anti-spam mechanism and English-language-only (or Broadcaster's-language-only) presets and support for blocking the non-latin character sets by the bot, as they will simply address this properly without Names like Luna and 0xWhatever are usually spamming hundreds if not thousands of other Twitch accounts at once. Where Twitch needs to spend some time is dealing with the spam-bots (most of them advertising the view-bots). I dont know why twitch is doing this maybe because of the "gang" in my name.
